GM Guide  
 

The GM Guide is for GMs to find the rules they need to run their

  governments

 

Part 1 - Salary  
  A) Capital planets make 10 000 000 cr per week
  A2) Capital moons make 5 000 000 cr per week
  B) Only one capitol is allowed, Earth and Luna can not both be EF's
  capitols
 

C) Planets make 4 000 000 cr per week

  D) Moons make 2 000 000 cr per week
  E) Shipyards make 1 000 000 cr per week
  E2) Only one shipyard can make you money per system, so if you have
  four shipyards in a system you only make 1 000 000 not 4 000 000 per
  week
  F) Stations do not make you money

 

Part 2 - Mining  
 

A) One colony base plus five mining shafts equals one mining setup

  B) Max of four mining setups per planet
  C) Max of two mining setups per moon
  D) No mining setups on stations
  E) Each mining setup earns 400,000 cr per week
  F) Each mining setup earns 1000 raw tons of material per week
  G) When mining, govs must buy setups not individual shafts or bases
  G2) This means you have to buy in groups of one colony base and five
  shafts

 

Part 3 - Trade Fleets  
 

A) 1000 tons max per trade fleet

  B) 2000 cr per ton
  C) Money earned weekly
  D) Max of one trade fleet per system
  D2) The government with the controlling interest (Planet, Moon, Base) in
  the system is able to have a trade fleet located in the system
  E) Trade fleets must be in friendly systems to make money
  F) Trade fleets have only 1 jump per turn as they do not fight
  F2) Trade fleets can not be used for battle
  G) Trade fleets must consist of 1:3 ratio (fighter, freighter)
  H) Governments that use trading fleets can not use raiding fleets

 

Part 4 - Raiding Fleets  
 

A) 1000 tons max per raiding fleet

  B) 4000 cr per ton
  B2) 1 raw ton per ton
  C) Raids can be conducted daily but money is collected the next day.
  C2) Money from monday's raid is collected on tuesday because the fleet
  could be attacked and destroyed during the raid
  D) Raiding fleets must be in enemy systems to make money
  D2) Everyday, each raiding fleet must be moved to a differrent system to
  make money
  E) Max of one raiding fleet per system
  E2) If multiple governments raid a system. The one there first stays
  F) Max of 25 raiding fleets per government
  G) Raiding fleets must consist of 1:1:3 ratio (warship, freighter, fighter)
  H) Raiding fleets follow the 1:2 government jump rule
  I) Governments that use raiding fleets can not use trade fleets
  J) Only Pirates can raid at this time

 

Part 5 - Materials & Construction  
  A) Capital planets produce 25 000 raw tons of material per week
  B) Capital moons produce 15 000 raw tons of material per week
 

C) Planets produce 10 000 raw tons of material per week

  D) Moons produce 5 000 raw tons of material per week
  E) Fighter and Transports class ships divide the price by 500, the result is
  the amount of raw tons it takes to create that ship
  F) Freighter, Semi-Warship, Warship class ships divide the price by
  1000, the resultis is the amount of raw tons it takes to create that ship
  G) All Statins and Bases also need raw tons to be created. Divide the price
  by 500, and that is the amount of raw tons it takes to build
  H) Governments construct ships with the raw tons of material they
  produce weekly
  I) In order to buy a ship you must pay the construction cost (raw tons)
  and also the price to buy the ship (credits)
   
  Example - Earth Force has Earth Force has 7 planets and 2 moons,
  earning 80,000 raw tons per week and 33 million credits per week. Lets
  say that they want to buy 50 Vindicator's.
   
  50 Vindicators = 25,000,000 credits
  25,000,000 divided by 500 = 50,000 raw tons
   
  EF would have 30k raw tons and 8 mil left after this purchase. Next week
  they would earn 80k raw tons and 33 mil more, so their total would be 41
  mil and 110k raw tons

 

Part 6 - Various Government Rules  
  A) Government fleets must consist of this ration 1:3:5 (1 warship per 3 se
  mi warships per 5 fighters)
  B) Swarming comes into effect if you have no warships in a fleet
  B2) A fleet of all warships is not swarming
  B3) Swarming is illegal at this time
  C) If per chance a government does not have one of the ratio class ships,
  that class is dropped from the ratio
  C2) No semi warships would result in a ratio of 1:5 (warship per fighter
  D) The Government jump rule is 1:2 (unless otherwise stated for certain
  kinds of fleets)
  D2) 1:2 means one jump per day unless going to battle then the fleet
  "over drives" which gives it two jumps.
  E) Government purchases take 24 hours from time of posting to build.
  E2) Governments can not use what is bought until it has finished the 24
  hour construction period
  F) Upgrades and add ons can only be bought at outfitters. Then
  transported to their destination. Unless the destination is in the same
  system
  G) Shipyards can be bought only in systems which already have a
  shipyard
  G2) If there is no shipyard in the system then it must be transported from
  another system which it can be bought in
  G3) If all government shipyards are destroyed, news ones can be bought
  in the capital system

 

Part 7a - Domination  
  A) Planetary Troops are used to dominate planets and moons
  B) The attacking government if wins can either capture or pillage
  B2) If captured the attacker now gains the stellar into their control
  B3) If pillaged the attacker gains an (usually high) amount of credits and
  raw material but do not gain control of the stellar
  C) Pillaging gains the attacker
  C2) For a planet between 1 000 000 to 30 000 000 cr and 2 000 to 20 000
  raw tons of material
  C3) For a moon between 1 000 000 to 20 000 000 cr and 2 000 to 10 000
  raw tons of material
  D) After Pillaging the stellar remains in control of the orginal government
  but does not earn income until rebuilt
  D2) For a planet 5 000 000 cr
  D3) For a moon 2 500 000 cr
  E) Every stellar has a starting amount of Planetary Troopers
  E2) Earth Force planets have 400 and moons have 200
  E3) Federation planets have 350 and moons have 150
  E4) United Planetary Alliance planets have 300 and moons have 100
  E5) Pirate planets have 250 and moons have 250

 

Part 7b - Domination  
  A) Shock Troopers are used to dominate stations
  B) The attacking government if wins can either capture or pillage
  B2) If captured the attacker now gains the stellar into their control
  B3) If pillaged the attacker gains an (usually high) amount of credits but
  do not gain control of the stellar
  C) Pillaging gains the attacker
  C2) For a station between 1 000 000 to 10 000 000 cr
  D) After Pillaging the stellar remains in control of the orginal government
  but does not earn income until rebuilt
  D2) For a station 2 000 000 cr
  E) Every stellar has a starting amount of Shock Troopers
  E2) Earth Force stations have 100
  E3) Federation stations have 50
  E4) United Planetary Alliance stations have 50
  E5) Pirate stations have 100

 

Part 8 - Starting Treasury  
  A) Each government has a starting amount
  A2) Earth Force has 10x weekly salary and 4x raw tons of material
  A3) Federation has 10x weekly salary and 8x raw tons of material
  A4) United Planetary Alliance has 20x weekly salary and 6x raw material
 

A5) Pirate has 20x weekly salary and 12x raw tons of material

 

Part 9 - New Systems  
  A) Only governments can scan for new systems
  A2) Players with government permission can scan for new systems
  B) One system scan per government per week
  B2) This includes if the government has let a player do a scan
  B3) It does not matter if you did not do one last week, max of one a week
 

C) Scans can only be done on boarder systems leading into the unknown

  D) When the result is posted, the scanning government has 48 hours to
  take claim otherwise other governments may try to take the system
  E) Pirates can not scan for systems
  F) A new system search cost 10 000 000 cr

 

Part 10- Terraforming And Colonization  
  A) When a new system is found, terraforming and colonization must
  occur to gain control of the stellars
  B) To gain control of a stellar if it's uninhabitable
  B2) Terraform then colonize
  C) To gain control of a stellar if it's habitable
  C2) Colonize
  D) Terraforming cost
  D2) For a planet 15 000 000 cr
  D3) For a moon 10 000 000 cr
  E) Colonizing cost
  E2) For a planet 10 000 000 cr
  E3) For a moon 5 000 000 cr
  F) Income is not gained from new stellars until it has been colonized

 

Part 11 - Submitting New Technologies  
  A) Governments can only submit one technology per week
  A2) Government submitted technologies belong to the government and not
  the GM
  B) If a submitted technology has a problem the government has 3 chances
  to correct it
  B2) If it takes more then 3 it must be resubmitted next week, if wanted to
  be passed
  C) A technology must have a picture to go with it before being submitted
  D) In order to be passed the technology must be approved by 2 of the 3
  reviewers and then the head reviewer
  E) No new technologies can be submitted until the previous one is dealt
  with but either being approved or withdrawn by the government
  F) Submitting a technology cost
  F2) 5 000 000 cr
  F3) 5 000 raw tons of material

 

Part 12a - Battle Rules  
  A) When a government attacks the defender has 48 hours to respond
  A2) If the defender does not respond wihtin 48 hours they attack wins by
  default
  B) The defender can not buy anything new to help him win the battle
  C) Other sources can be used to help in a battle for example bring in ships
  from another system
  D) Governments attacking another government post like this
  D2) ^^GOV ATTACK [GOV] IN [SYSTEM]
  E) Governments attacking a player post like this
  E2) ^^GOV ATTACK [PLAYER] IN [SYSTEM]

 

Part 12b - Battle Rules  
  A) Governments can have as many ships as they wish in battle
  B) Only 4 varients are allowed in battle, on other words, aside from stock,
  you may have 4 other configurations in a battle. As many ships may be of
  this configuration as you wish, but they all must be the same ship. In other
  words government fleets can be outfitted, but they must be "mass
  outfitted", meaning outfit most of the ships the same way (ex. 50
  Warships have 4 blaze cannons, 2 blaze turrets, etc)
  C) When attacking a player, a government is not allowed to use all forces
  at their disposal, unless they have a very good reason included in the body
  of their attack post. Otherwise, they are only allowed to use ships equal to
  or less than the players ships, and only 10% more ships then the player.
  This is to keep powerful governments from destroying players of other
  governments. Powerful players may become an exemption of this later as
  the RPG progresses
  D) Battle Admins note to governments
  D2) The more configurations, the longer it takes, and the more time it
  takes that I dont realy have. That is the reason they are limited in battles.
  More then the allowed number, and they are counted as stock. just having
  like 2 extra fuel tanks is not a varient, and is easly added, do not count this
  as another should it come stock with fuel draining weaponry
  D3) The Battle admin have the right to add rules at anytime that he/she
  deems it necciary. Should he/she do this, a post will be made announcing
  it on battle and main boards.
  D4) The Battle admin is always right. When it comes to the program
  anyway, and the battle rules. Unless the two grand admins say otherwise
  D5) Please dont go complaining to the Admin behind the Battle admins
  back.. do it in front of him/her where he/she can defend him/herself
  D6) The Battle admin may dock someones privlige to battle for a good
  reason at any time. This includes argueing with him trying to get an
  advantage in battle.

 

Part 13 - GM Starting Stats  
  A) GMs start with
  A2) 5 000 000 cr
  B) One ship of their choice
  B2) This ship must be from their government or on the open market

 

Part 14 - Missions & Bar Missions  
  A) Governments offering missions
  A2) Government mission payment does not come out of the government
  treasury but be reasonable with how much you pay players for doing
  missions
  B) Governments offering bar missions
  B2) In the bar the must not call themselfs bartender
  B3) Government bar mission payment comes out of the government salary

 

Part 15 -Selling  
  A) Selling ships and stations
  A2) Receive 25% of the orginal cost back
  B) Selling outfits, weapons, bases, etc
  B2) Receive 50% of the orginal cost back

 

Part 16 - Weapons space  
  A) Weapons space
  A2) Planets have 500 tons of weapon space
  A3) Moons have 250 tons of weapon space
  B) For more space , governments can buy weapons docks or Advanced
  Weapons docks
